Geoffrey Starks
Senior Advisor Emeritus
Mr. Starks served as a member of Grain’s Senior Advisors from 2025-2026. During his tenure, he provided strategic insight on communications policy and regulatory matters.
Mr. Starks has a distinguished record of public service and extensive experience in broadband policy and communications network reliability. He previously served as Commissioner of the Federal Communications Commission. Prior to his federal service, Mr. Starks practiced law at Williams & Connolly, clerked on the U.S. Court of Appeals for the Eighth Circuit, served in the Illinois State Senate, and worked as a financial analyst.
Mr. Starks is currently a Partner at Latham & Watkins LLP. He is a graduate of Harvard College, where he earned high honors, and Yale Law School.
